Using different costs and benefits obtained from work package 4.4, an evaluation model will be developed, to estimate the integrated social attractiveness of the main scenarios identified from work packages 4.1 and 4.2. The evaluation will be preformed within the framework of a social cost benefit analysis (CBA), which involves a systematic accounting of the most relevant changes in costs and benefits to those directly affected as well as to the rest of society. It integrates the environmental, social, and economic impacts of any given investment, measure, policy or programme.
Finally, the evaluation approach will demonstration case study, where it will be shown how fire fighters, for instance, will be able to have an instrument to rank the social importance of different sites when multiple fires are to be stop with too limited resources. This evaluation approach also allow for the identification of specific groups (like gender, income, ownership groups, and alike), and the assessment of their own balance between costs and benefits. A decision maker could also weight differently different groups in the CBA, if wanted
